 State moots Rs.675-crore dam improvement project
CHENNAI: A Rs.675-crore Dam Rehabilitation and Improvement Project has been mooted by the State government for funding by the World Bank. It is expected to commence during the later part of 2009-2010, Durai Murugan, Public Works and Law Minister, informed the Assembly on Friday.

The project would cover 66 dams of Water Resources Department [coming under the administrative control of the PWD] and 38 dams of the Tamil Nadu Electricity Board and the data was furnished to the Bank and the Central Water Commission last month. With a holistic approach to dam safety, rehabilitation and modernisation, the project also included provision for general infrastructure.
Tamil Nadu is one among five States selected for the project, the Minister said, initiating the debate on the demand for grants to the PWD.

Under the Irrigated Agriculture Modernisation and Water Bodies Restoration and Management (IAMWARM) project, 30 sub-basins, covering 1.84 lakh hectares, would be taken up this year. The outlay was Rs.533.51 crore for all the participating departments of the project.

Sand quarrying
At present, sand was being quarried and sold by the WRD directly from about 130 quarries approved by the Collectors. During 2008-2009, the revenue generated was Rs.129.58 crore. Last year, the government amended the Minerals and Mines Concession Rules to prevent the transportation of river sand to other States with effect from August 25, 2008, the Minister said.

When K. Arumugam (Pattali Makkal Katchi) spoke about the need for harnessing groundwater, Mr. Durai Murugan said that under the Central scheme of artificial recharge to groundwater through dug wells, 3,88,000 applications had been cleared. Each applicant-farmer was given Rs.4,000. So far, 11,441 had installed artificial recharge structures. The governments, Central or State, could only devise and formulate schemes but their success depended upon involvement of people.

C. Shanmugavelu (All India Anna Dravida Munnetra Kazhagam) said there were discrepancies in the rolls of members of the Water Users’ Association, which needed to be rectified.
P. Veldurai (Congress) suggested diversion of flood flows of the Perunchani dam to Tiruneveli district.

S.K. Vedarathinam (Dravida Munnetra Kazhagam) said the level of the Nagapattinam-Vedaranyam-Muthupet road had been raised, affecting the draining of water into the sea. He called for more drains in the area.

Poromboke lands
C. Govindasamy (Communist Party of India-Marxist) called for a thorough review of poromboke lands belonging to the category of water bodies and said that if such lands did not form part of the water bodies, those living there should be given patta.
