 Tug-of-war: Water supply scheme in Angul gets stuck
ANGUL: The Rs 22.21 crore piped-water supply scheme for 41 Talcher villages has run into rough weather due to a tug of war between the State agencies and the funding agency, the Mahanadi Coalfield Limited (MCL).

While Rural Water Supply Department of State Government said they had submitted all the requisite documents for the release of second installment funds for the project, MCL authorities want a report of joint inspection team as per the agreement.

An agreement was signed between the Government and MCL in January 2006 to supply piped-water to 41 villages of Talcher within 30 months.

The work was to be completed with an estimated cost of RS 22.21 crore to be borne by MCL. According to water supply official sources, MCL released Rs 6.20 crore in March 2006 in the first installment for procuring pipes for the scheme. The state authorities claimed that they completed the scheme in two beneficiary villages - Danara and Natidi - with the help of this fund and also procured some equipment.

“At present, we require the second installment of Rs 10 crore for which request was made in 2008,” said a RWSS official.

He added that the utilisation certificates were submitted to the company in August last year but the second installment money has not been released yet which is delaying the project.

The stand taken by the RWSS authorities is contested by some state officials and MCL which alleged that the funds provided have either been misutilised or not utilised. On the other hand, officials of Mahanadi Coalfield said they want a joint inspection report before releasing the second installment amount as per the agreement.
